OCMEA Constitution

Preamble

 

Our desire is to become members of The National Association for Music Education Collegiate Chapter of Capital University. We as members have the opportunity to enjoy MENC collegiate membership, to share its responsibilities, and to increase interest, knowledge, and productivity in all areas of music education.

Article I – Name and Affiliation

Section 1

We shall be known as Capital University collegiate chapter of MENC: The National Association for Music Education and shall be listed in the MENC records as Chapter Number 6468.

Section 2

This chapter shall have an affiliated relationship with the OMEA: Ohio Music Educators Association.

Article II – Purpose

It shall be the purpose of this organization to:

Article III – Membership Eligibility and Benefits

Section 1

Membership shall be open to any student enrolled at Capital University who is interested in teaching music and who is not employed full-time in the field of music education.

Section 2

Students who fulfill the requirements as stated in Section 1 may become members of this chapter on payments of dues as stated in Article IV.

Section 3

Graduating collegiate members of this chapter will have the opportunity to receive regular MENC membership at a special introductory rate in the year of or immediately following their graduation as a first-year teacher of full-time employment in music education as offered by the national organization.

Section 4

Any member may participate in collegiate, OMEA and MENC events.

Section 5

 

Every collegiate member of this chapter will receive issues of the official MENC periodicals Music Educators Journal and Teaching Music and the official OMEA periodical The Triad.

Section 6

Any MENC collegiate member of this chapter may receive additional subscriptions upon payment of the prescribed additional fees.

Section 7

All optional member services offered by MENC are available to the collegiate members of this chapter.

Article IV – Finance

Section 1

Dues for MENC collegiate membership are for an academic year. The total dues collected each year for MENC collegiate membership represent both national and state dues for the given year. Students eligible for MENC collegiate membership become members of MENC and OMEA when proper national and state dues are sent to the MENC national office.

Section 2

Nominal dues may be levied in excess of national and state dues to help finance the activities of the chapter.

Article V – Officers

Section 1

The officers of this chapter shall be President, Vice President, Secretary and Treasurer.

Section 2

President: It is the duty of the president to preside at meetings, represent the organization, uphold the principles of the constitution, receive and distribute fall enrollment materials to potential members, receive and distribute the MENC and OMEA periodicals that are sent in bulk to students who apply for MENC collegiate membership by October 31, and appoint committees as required or needed, subject to the approval of the Executive Council.

Section 3

Vice President: It is the duty of the vice president to preside in the absence of the president, assist the president at meetings, take pictures at all meetings and events, compile a scrapbook of the year’s activities, and act as a liaison to all collegiate chapter members.

Section 4

Secretary: It is the duty of the secretary to keep in touch with other collegiate chapters, maintain close connection with MENC headquarters, take minutes at all general and Executive Council meetings and report the chapter activities for publication in state and/or national publications.

Section 5

Treasurer: It is the duty of the treasurer to keep accurate records of business, keep a current roll of membership, and be responsible for and account for the collection of any monies and/or payment of any debts of the organization.

Section 6

In an event that a vacancy occurs in the office of the president, the vice-president shall assume the duties of the president for the remainder of the term of office. Vacancies in any of the other offices shall be filled by immediate election.

Article VI – Election of Officers

Section 1

Election of officers shall be held in the spring of the current year, no later than May 1, for the following school year. Each officer shall assume his office at the conclusion of spring commencement and serve throughout the entire school year.

Nominations will be taken from members at a designated meeting. Nominees must submit an application for officer eligibility and a letter of intent within one week.

Section 3

Any candidate for office shall have been a member of this chapter for at least one full year, have a grade point average of 2.75, have passed piano competency, have an A- in music 241 and 242 and taken and passed the Praxis I.

Section 4

Any registered member of this chapter is qualified to vote by secret ballet in the chapter’s election of officers.

Section 5

A candidate must receive a majority, at least one half of the votes plus one, of the votes cast for that office to be elected.

Section 6

If a majority is not reached, the candidate with the lowest vote is thrown out and a re-election occurs.

Article VII – Executive Council

Section 1

Management of this chapter is the responsibility of the Executive Council and is upheld by this constitution.

Section 2

The Executive Council shall consist of the officers of this chapter, one freshman representative, one sophomore representative and the chapter advisor as an ex officio member without vote.

Section 3

The Executive Council shall meet at least once between regular meetings of the chapter to organize and plan future activities.

Section 4

The Executive Council shall have the power to make necessary decisions in all matters not specifically acted upon by the group.

Article VIII – Chapter Advisor

Section 1

There shall be a chapter advisor who is a member of the music faculty at Capital University and who is a member of MENC. The chapter advisor shall serve ex officio without vote on the Executive Council.

Article IX – Recall

Section 1

All officers are subject to recall by a signed petition of at least 50 percent of the membership of the chapter.

Section 2

Should a recall election occur, Article VI, Sections 2-5 shall still apply.

Article X – Committees

The president shall have the power to appoint special committees as needed with the approval of the Executive Council.

Article XI – Meetings

Section 1

There shall be a meeting on the first Wednesday of every month at 7PM, while school is in session.

Section 2

Votes can only be taken with a quorum of 50% of registered members voting.

Section 3

Special meetings may be called at any other time as determined by the Executive Council.

Article XII – Amendments

Section 1

This constitution may be amended by a two-thirds majority vote of the membership.

Section 2

All members shall receive notice of proposed amendments ten days before the meeting.
